This paper deals with Thomas Hobbes’ conception of the state of nature. Deviating from its interpretation as a logically indispensable hypothesis for the purpose of the individualist-contractualist legitimation of the state, the article directs the discussion away from the question of the state of nature’s status within Hobbes’ anthropological or legal framework and towards the issue of where and what kind of evidence for this narrative is supposed to be found. If one interrogates this narrative in epistemological terms, an interpretative (...) perspective is opened up in which ordinary forms of competitive and exploitative behaviour as well as of unmediated rule are of central importance, and the consideration of the state of nature as both a situational-relational and gradual concept is made possible as well as necessary. This contribution not only shows how such interpretative possibility is substantiated by the primary sources, but also asks how it relates to Hobbes’ own reflections on knowledge and scientific method. It is shown that what is crucial here is not the distinction between empirical and idealist approach, but the one between two kinds of experience, the second of which corresponds to a nominalist view of knowledge about politics. Public administrations, including national government agencies as well as the EU institutions, face not only structural changes, but are increasingly talking about the need to transform management, foster innovation, and share responsibilities. The role of AI is the key composite element of this process. However, not only from the technological point of view. AI also needs the human “perspective”. It is very important to include the so-called soft components (institutional culture, inter-cultural awareness, and organizational needs) to facilitate the mental shift (...) and thus the buy-in. Technological advances in the area of AI inevitably result in further change and this alteration has to be managed. A need to break silo mentality moves organizations towards matrix-based structures with advanced reporting relationships. With the focus on the people side of change and the boundaries of the data-driven decision-making, this study provides insights in the correlations between AI as a tool and change process in public administrations. The article aims to explore the ways in which scholars from Poland and Ukraine engage with Graham Harman’s philosophical work1. The introductory part briefly describes Harman’s ontology and demonstrates the link connecting Harman with Polish and Ukrainian intellectual environments. Harman’s object-oriented ontology (OOO) states that objects are the fundamental building blocks of reality and cannot be reduced either to what they are made of or to what they do, that is, either to their constituents or to their effects. The connection (...) with Poland and Ukraine goes back to the theory of objects suggested by the Polish philosopher Kazimierz Twardowski, whom Harman names among the predecessors of his ontology and who influenced both Polish and Ukrainian intellectual milieus. The next part of the article examines the history of the reception, identifying its key events and publications. The reception in Poland proves to be much more substantial than in Ukraine. A common tendency is determined: a conflation of Harman’s OOO and speculative realism by mistakenly ascribing the features of the former to the latter (broader concept), which suggests that speculative realism is being received through the lens of Harman’s project. The next part establishes the key discursive points that are used to map Harman’s ideas within the contemporary philosophical landscape. They can be summarised by the terms antianthropocentrism and antireductionism. The final part analyses the strategies for applying Harman’s theory showing that it can become the lens for interpretation and direct our attention to nonhumans and the hidden, inexplicable dimension of things or provide an ontological grounding for semi-literary and literary discourses. The methodology of this application, though, needs further development and clarification. Overall, in Poland, two of Harman’s books and two articles have been translated, and at least two books, one Ph.D. dissertation, and around two dozen articles discuss or apply his ideas. Apart from philosophy, his OOO is used for discussing literature, video games, films, humanities in general, education, management processes, antique studies, and ecocriticism. In Ukraine, one of Harman’s articles has been translated, and around ten articles and one collective monography engage with his philosophical project. Some of the Ukrainian works also apply Harman’s OOO in contexts that are not strictly philosophical, namely, in literary criticism, urban studies, film studies, and humanities in general. This paper can be of use to researchers studying OOO and its reception in different countries. In addition, it can help Ukrainian and Polish scholars who want to discuss or use OOO to familiarize themselves with the previous reception in their countries, thus facilitating domestic philosophical interaction. This article presents a reading of Carl Schmitt’s Concept of the Political, in recourse to lesser known works of his such as Dictatorship and On the Three Types of Juristic Thought and in light of a hypothesis developed while examining his comment to Concept, going back to the German re-edition of the latter in 1963. There, Schmitt offers an interpretative scheme he has himself named “Hobbes-Crystal”, encapsulating not only a suggestion of how to decipher Hobbes, but also Schmitt’s own approach (...) to politics as Political Theology. As I argue below, the relevant comment also hints at Schmitt’s opposing stance to Natural Law as a legal paradigm and philosophical tradition. I show how this is supported by the Concept’s main text and other works mentioned above, proceeding to claim the former functions on a double-level: Schmitt‘s nominalist inquiry in the concept, circular in itself (although favourably supported by a sup-posedly mere description of what is “the case”) sits on premises which not only have not been articulated openly, but also contradict the nominalist proceeding. Bringing both insights to-gether and fleshing them out by close reading, I show that Schmitt’s nominalism presupposes his adversary stance towards Natural Law. Examining the arguments for this position of his and endorsing Oliver Marchart’s work in history of political theory, I read the nominalist façade of the Concept as a case of postfundamentalist criticism of Natural Law, which Schmitt’s Hobbes studies were formative to. This paper is a continuation of the previous work: V. Prits and V. Kuznetsov “The main fea- tures of the cosmological picture of the world.” After examining some of the discussions around newborn cosmology, the article considers cosmological problems from the point of view of the philosophy of modern cosmology. It is emphasized that today a single and coordi- nated view of cosmology and its philosophy has not been formed. The main objectives of the study are were, firstly, to identify (...) some philosophical, methodological and anthropological problems in the study of the Universe and, secondly, to focus on the interac- tion of philosophy and cosmology. It has been revealed that the cosmological principles on which almost all cosmological theories and models are based have a long and dramatic ideological history and philosophical founda- tion, and the concept of “Multiverse” is saturated with ontological and epistemological puzzles. The principles of Bruno-Copernicus and the anthropic cosmological principles are proposed to be considered in the light of the discovery of exoplanets. (shrink)

There are several reasons, according to which it is worth analyzing European administrative law. First, this is a rather new branch of law. Second, the European administrative law is treated in different countries from different legal traditions positions, consequently, any effort to unify the approach to it can provide a basis for a unified European administrative law model. Third, there are no works dedicated to the analysis of the phenomenon of the European administrative law in Lithuania. Therefore, this article deals (...) with the concepts of the European administrative law. It is stated that the comprehensive image of the European administrative law reveals three European administrative law concepts. The first concept of the European administrative law characterizes it as the European Union (hereinafter – EU) administrative law, the validity of boundaries of which can be based on three aspects – functional, institutional and procedural. The second concept of the European administrative law identifies it as the law of administrative cooperation., whereas the third concept allows the European administrative law to be seen as the law common to various public administrations of European countries – ius commune. The article focuses on the analysis of the above-mentioned three approaches and the EU set of administrative procedures as an instrument to promote the development of the EU administrative law. The author comes to the conclusion that the concept of the ‘European Administrative Law’ is broader than the concept of the ‘EU Administrative Law’. The European administrative law can be perceived not only as a part of law that establishes the EU administration’s administrative legal status, its’ activity principles, forms and methods, but also as a law of administrative cooperation between states, governmental and non-governmental organizations and various corporations, based on a wide range of multilateral treaties or conventions, which cross the limits of the EU. Moreover, the European administrative law can be understood as a law with common concepts, general principles characteristic to different European countries’ public administrations as well as a science, with the help of which diverse administrative legal systems of various countries could be compared. Taking into account the content of various working documents, the author draws the conclusion that for the further development of the EU administrative law the establishment of uniform operating rules for the EU administration in its’ relations with the society is of exceptional importance. There are a number of important reasons to develop the Law on administrative procedure of the EU. First, it is generally recognized that the EU needs common binding legislation that sets out clear operating rules of the EU administration in its’ relations with legal and natural persons, and that would increase the transparency of the EU administration and its’ accessibility to citizens. Second, the drafting of the law on administrative procedure of the EU lies in the legal framework as well; the importance of the article 298 of the Treaty of the Functioning of the European Union, the articles 41 and 42 of the Charter of Fundamental Rights of the EU as well as “soft” law (i.e. codes of good administrative behavior) are obvious here. Les gouvernements réagissent à la crise de Covid-19 en prenant diverses mesures pour réduire sa transmission et pour protéger les personnes jugées à haut risque. Cet article explore les implications de ces mesures au Royaume-Uni pour les personnes handicapées, en se concentrant sur celles conçues pour réduire et remodeler l’utilisation des rues et des espaces publics. Nous divisons les mesures en deux catégories. Premièrement, il existe des mesures conçues pour réduire l’utilisation des rues et espaces publics – par exemple, les (...) règles obligeant les personnes à rester chez eux, sauf dans les circonstances strictement prescrites et les mesures qui nécessitent un soutien spécifique (y compris la livraison de nourriture et les achats en ligne prioritaires) pour les personnes désignées comme “vulnérables.” Deuxièmement, il existe des mesures conçues pour contrôler le comportement des personnes qui utilisent ces espaces – par exemple, les règles sur la distance physique et l’utilisation des masques. Nous explorons les préoccupations liées au handicap associées à ces types de mesures. Nous soulignons également les opportunités présentées par cette crise pour intégrer plus fermement l’accessibilité et l’inclusion dans la trame sociale de nos rues et faisons appel à une résistance renouvelée aux politiques façonnées par les attitudes capacitistes. In this article, I argue that by considering Ludwig Wittgenstein's methods, we can better understand and appreciate Jonas Mekas's diary films. Based on Wittgenstein's notion of “aesthetic puzzlement”, I identify the main confusions encountered by the viewer upon watching Mekas's films, such as: 1) fragmentation; 2) persistent repetition; and 3) the importance placed on the everyday. I discuss three films – Walden (1969), Lost Lost Lost (1976), and As I Was Moving Ahead Occasionally I Saw Brief Glimpses of Beauty (2000) (...) – and demonstrate that the aesthetic puzzlements within them may be dissolved by looking at the format of Wittgenstein's Philosophical Investigations (1953). Mekas's lifelong interest in filming the most mundane and domestic scenes can be understood as a puzzlement in itself: why not just admire the ordinary whilst living in it? Wittgenstein's thought experiment in Culture and Value helps us understand the aesthetic puzzlement of Mekas's interest in filming, remembering and presenting an extensive array of everyday activities, and also explains why the viewer can find the most mundane and domestic activities in his films remarkable. Additionally, I discuss how Mekas's diary films may be regarded as coming close to Wittgenstein's aesthetic ideal of art as being able to represent “life itself”. I aim to show how Mekas's cinematic practice places extreme importance on ordinary acts and offers a mode of thinking which echoes Wittgenstein's own views on philosophy. I conclude with a discussion of “nomadism”, a notion that elucidates the peculiar form of the works of both Wittgenstein and Mekas. (shrink)

My starting point in the exploration of the two subjects’ dialectics would be something what is perceived by Luce Irigaray, namely, that the humane nature is two, but the two is not represented in the philosophical discourse and the woman has always been symbolised as the other or lack. In Irigaray philosophy the crucial otherness is the other belonging to the other gender. The dialectical process now is in the service of intersubjectivity. Luce Irigaray argues that the recognition of the (...) other as sexuate other offers the possibility to overcome the master – slave dialectics, because between woman and man, man and woman, recognitionrequires the labour of the negative. Irigaray sees in the recognition process the moment of acceptance of one’s own limits and of the limits of the other. Renouncement of the opposition activity / passivity is crucial for Luce Irigaray concept of the two subject’s dialectics. Luce Irigaray’s contribution to the contemporary discussions of the role of passivity and activity in subject’s relationship to the other (Paul Ricoeur, Jacques Derrida, Emmanuel Levinas) is crucial. The article focuses on the narratives of women secretaries regarding their work experiences in private business in Latvia, and aims at understanding the barriers that prevent the formation of women’s political subjectivity in Latvia, by looking at why sexual harassment does not become a political issue for working women in Latvia. Using Hayden White’s theory of trope analysis, the article analyses the dominant tropes and the political results of their use in secretaries’ articulations and narratives about their experiences of sexual (...) harassment. Additionally, the article provides a critical trope analysis of Western feminist theories of sexual harassment, thus pointing out their usefulness for women’s politics in Latvia. Finally, the article outlines the discursive strategies that women in Latvia could use in order to claim their own distinct and transformative political subjectivity in the newly independent, capitalist and highly nationalist post-Soviet Latvia. The article refers to a long-standing dispute over the relations between the two orders of study of Plato’s dialogues in the Prologue of Albinus (Ch. V and Ch. VI, respectively). The dominant solu- tions are identified: 1) the acceptance of the first curriculum as «for amateurs» and the second curriculum as «for professional platonists» (J. Freudenthal, O. Nüsser, J. Mansfeld); 2) the treat- ment of the first course as a short introduction to the second (B. Reis). On the grounds of (...) the obvious weaknesses of both positions and the lack of textual evidence, a change of perspective is suggested. The author argues that there was no need to coordinate these curricula, since the second curriculum was the only one that Albinus promoted, and the first, which focused on a non-exist- ent «ideal student», served as a «model». In addition, the author proves that Albinus did not offer for study the entire Plato’s dialogues, but only seven of these dialogues in the 5 stages of the second curriculum. (shrink)

Physical cosmology is one of the disciplines at the forefront of modern science. Using existing physical theories and creating own ones, it describes the dynamics and evolution of the Universe, transforms and modernizes the scientific picture of the world on the largest possible scale. The article analyzes the main presuppositions and outcomes of nowadays cosmology, which are based on fundamental physical principles (theories) and astronomical observations. It has been revealed that throughout its existence as a science (about 100 years), cosmology (...) stimulated the emergence of a plenty of worldview-philosophical problems. Therefore, we need a comprehensive update of the philosophy of cosmology, which can help to realize such problems. Given the need for cooperation between cosmology and the philosophy of science, we propose to use various methodological, ontological, epistemological and other philosophical techniques to solve philosophical problems arising in cosmological research, as well as to generalize the existing knowledge about the Universe. The article for the first time presents the powerful historical and philosophical potential of the collection of handwritten candidate works of Kyiv Theological Academy (КТА) students, which is kept at Manuscript Institute, V. I. Vernadskyi National Library of Ukraine. According to the analyzed manuscripts, despite the church-confessional and specialized theological orientation of the theological academies, as well as the system of rigid regulations and control by the Most Holy Synod in the subject matters and content of the final works, the (...) students showed a persistent research interest in philosophy. The author identifies more than 150 candidate works of KTA students that are directly relevant to philosophical topics and issues. Most of them are research on the history of Western (from Classical antiquity to the beginning of the 20th century), Eastern and Russian philosophy. At the same time, the handwritten works available in the collection express the interest of students in the problems of epistemology, philosophy of history, social philosophy, axiology, ethics and aesthetics, philosophy of religion, as well as their attraction to complex interdisciplinary studies, combining the issues of philosophy and history of philosophy with theology, psychology, pedagogy and literary studies. The article highlights the features of Candidate Degree works of the Kyiv Theological Academy students of the 19th – the beginning of the 20th centuries as the most important element of their educational and scientific training. Based on a wide range of primary sources, the author refutes the false identification of works for obtaining of the degree of Candidate of Theology, written in the Orthodox theological academies of the Russian Empire, with the modern Candidate dissertations. Considering these works as qualifying (...) works for obtaining an academic degree of Candidate of Theology that are of similar status as the modern diploma works of higher education institution students, the author argues that such an approach does not diminish their importance and their great source potential in the study of scholarly work of the Orthodox theological academies of the 19th – early 20th centuries. Based on the example of the Kyiv Theological Academy, the article reveals the important role of independent research work of the students, their mastering of skills of academic reading and writing in creating Candidate Degree works of quality; explains the procedural moments associated with their preparation, review, and evaluation. Based on the preserved manuscripts of Candidate Degree works of the Kyiv Theological Academy students, the paper outlines their subjects related to Bible Studies, Patrology, Dogmatic, Comparative, Moral, Pastoral Theology, Liturgy, and Homiletics, which are considered chiefly on historical material. The author stresses the particular popularity of the studies in History of the Church at the Kyiv Theological Academy, as well as other theological academies, particularly the study of history of the Orthodox Church and its hierarchy in so-called Southewestern Krai of the Russian Empire, as well as the history of the Kyiv Theological Academy of the 17th – 19th centuries. The article clarifies that contrary to the requirements of the Most Holy Synod to offer and choose the topics of exclusively theological nature for the qualification works, The Kyiv Theological Academy found the opportunity to realize the interest of students in other humanities – first of all, philosophy, the evidence of which is more than one hundred remaining manuscripts of Candidate Degree works on philosophical issues. O principal resultado aponta os problemas teóricos e práticos da implementação do direito à dignidade humana, justificando a dignidade humana, nas Constituições e nas decisões dos tribunais constitucionais de alguns países. The article is devoted to the research of the information service of open data in the context of influence on the development of the regional economy. The concepts of "ecosystem", "open data", their essence and significance as endogenous and exogenous factors are considered. The state of development of separate elements of the open data ecosystem formed in Ukraine is characterized. The foreign experience of organizing such information resources has been analyzed. The main problems are identified, such as weak integration of (...) regional information resources into a single open data system, insufficient use of the potential of domestic IT professionals. The article examines the possibilities of using the mechanisms of public-private partnership when implementing the projects on urban agglomerations development. Specific features of the urban agglomerations development are identified. They are based on combining the efforts of the territorial communities and aimed at implementing joint projects by attracting the appropriate resources, which allows to obtain an agglomeration effect and ensure the improvement of the quality of life of the population. It was proved that to implement joint projects on the basis (...) of using the mechanisms of public-private partnership it is necessary to attract private investors. The experience of using the mechanisms of public-private partnership in Ukraine is analyzed in two directions: by region and by type of activity. It was found that a significant part of projects with using public-private partnership mechanisms in the sphere of life support for large cities and agglomerations is carried out in the form of a concession. Concession allows to attract financial resources needed for the implementation of the development projects due to the ability to manage property over a long period of time, and also helps to prevent a monopolistic increase in the cost of services. The necessity of expanding the use of mechanisms of public-private partnership when implementing joint projects on the development of life support sphere for urban agglomerations was substantiated. Undoubtedly, it will be of great interest for private investors. In particular, it is the improvement of the tariff setting and tariff regulation policy, a strict control over the targeted use of funds, the transparency and economic certainty of costs, the balance of economic interests and the responsibility of those people who take part in the implementation of public-private partnership projects. Here, the scheme of the formation and implementation of joint projects on public-private partnership is presented that includes the observance of certain principles, the use of appropriate regulatory, economic and organizational methods, as well as the support of the economic security through risk management. Scientific approaches to improving the regulatory support for the use of public-private partnership mechanisms have been generalized, and the directions for making changes in the current legislation have been determined. The above measures will contribute to increased use of public-private partnership mechanisms when implementing joint projects aimed at developing the sphere of life support for urban agglomerations. The article for the first time in the scientific literature highlights the place and role of the Institute of Philosophy of H. S. Skovoroda of National Academy of Sciences of Ukraine in the creation and development of the Department of Philosophy and Religious Studies of the National University of “Kyiv-Mohyla Academy” (NaUKMA), established 1992. Focusing on important role of the scientists of the Institute of Philosophy in the actualization of the intellectual heritage and institutional memory of the glorious Kyiv-Mohyla Academy (...) (KMA, 1615‒1817), the article stresses the direct involvement of scientists and philosophers of the National Academy of Sciences of Ukraine in the revival of the Kyiv-Mohyla Academy as a modern university, started 30 years ago by a group of Ukrainian scientists and educators headed by Vyacheslav Briukhovetskyi, and training of the first bachelors and masters of philosophy in Ukraine. Revealing the main goal of the Department of Philosophy and Religious Studies of NaUKMA – the formation of a new generation of Ukrainian philosophers whose professional level meets modern Western standards, the author focuses attention on the model of philosophical education formed in cooperation with scientists of the Institute of Philosophy, innovative for the post-Soviet era. This model is based on a combination of general humanitarian and professional training, educational process and scientific studies, students’ in-depth knowledge of both history as well as modern directions and trends of philosophical thought, primary sources on classical and modern philosophy, proper mastery of foreign languages with the aim of directly studying the original heritage of the worldwide and Ukrainian philosophical thought, as well as the latest research literature. Outlining the achievements of the leading specialists of the Institute in the field of teaching and implementation of philosophical educational programs of NaUKMA, the author proves that their long-term cooperation with the university has become not only one of the fundamental foundations of the NaUKMA’s philosophical school, but also a powerful stimulus for professional development and creative self-realization of its Institute colleagues. У статті розглядаються проблеми просторового взаємозв'язку домашнього і політичного світів. Автор зупиняється на теоретико-методологічному підході Е. Гуссерля, який має евристичну цінність для дослідження феномену життєвого світу. Використовується феноменологічна інтерпретація типів історичності Е. Гуссерля в семантиці поділу соціального простору на своє і чуже. Аналізуються відмінності в утворенні домашнього і чужого світів. Показано, що кожна культурна група сформована на фундаменті стійкої культурної матриці. Симетричність культурних відмінностей у рамках "батьківського поля" дає основу для розуміння, розсуває кордони і розширює горизонти домашнього світу. Діалог подано (...) як продуктивну стратегію толерантної комунікації. Вивчення ідентичності необхідне для розуміння особливостей діалогу культур в умовах політичного конфлікту. (shrink)

У пропонованій статті автори розмірковують над теоретичним базисом та практичністю застосування духовних настанов і філософських порад, спрямованих на виховання молоді від блаженного священномученика Української Греко-Католицької Церкви (далі – УГКЦ) єпископа Миколая Чарнецького. Наукова розвідка спрямована на формування в молодих людей почуття духовності, моральності, патріотизму та психологічної зрілості. Проблематика дослідження полягає в тому, що сучасний стан розвитку суспільства в умовах жорстокої російської агресії вимагає правильного виховання та формування зрілих особистостей. Консолідація навколо однієї мети – перемоги та відродження України найближчим часом, потребує (...) правильного виховання молоді, в руках якої буде державотворення в майбутньому. Авторами актуалізуються питання значущості та впливу роздумів блаженного священномученика на морально-патріотичне виховання громадян. Метою статті є висвітлити та охарактеризувати повчання блаженного священномученика Миколая Чарнецького, спрямовані на виховання молоді у християнському та морально-патріотичному дусі. Reflections on the paradigm shift in philosophizing in Ukraine at the end of the 80s, based on the authors' personal memories of participation in the Alushta Schools of Young Philosophers.

This commentary identifies two problems concerning the switch mechanism: The model explains too few instances of switching, and the switching mechanism itself seems fallible. The improvements we suggest are to clarify the nature of the competing intuitions as the initial intuition and its negation or alternative ways to solve the problem, and to incorporate cognitive disfluency into the switching mechanism.

У статті розглядається історично динамічне відображення феномена «зачаклованості» соціального світу у міфологічних, філософських і наукових психологічних знаннях. На прикладі ставлення до міфів та їхнього місця у психологічних знаннях показано не лише співіснування та взаємний вплив різних парадигм знань, а й циркуляція між ними інформації та методів роботи з нею. Спільно уявлені міфи від часів Когнітивної революції до сьогодні створюють уявні реальності, які є умовою успішної співпраці людей у групах будь-яких розмірів. Розкриваються причини боротьби з міфами з метою «розчаклування» світу та (...) одночасне виникнення їх нових форм. Сучасні міфи розглядаються з позицій соціальності, ресурсів суспільства, психотерапії та її методів. (shrink)

The article analyzes the dependence of the phenomenon of education on the type of civilization in space of which the life of the world community takes place. It is based on the interaction of social institutions of the market, science and education. It “proceeds” on the surface by the division of social labor, which generates a specific form of social system of education in dependence on the social division of labor in specific socio-economic conditions. To reproduce effectively its structural and (...) functional parameters, the author suggests resorting to the paradigm of the «life cycle of educational systems in the context of a civilizational approach» based on the use of cognitive analysis. Its advantage is only that the concept «grasps» the phenomenon of education as a whole. This means that the phenomenon of civilization education is studied as a social institution and social system of the industrial society. To analyze the dynamics of knowledge change, two methodological conditions must be used: to apply the civilizational approach and the paradigm of the life cycle of social systems, since this phenomenon has a long-lasting dimension in space and time; the meaning of educational content at each stage of industrial civilization life is distinguished: natural knowledge prevailed at the stage of its origin; at the stage of growth - technical knowledge that corresponded to the essence of civilization itself; at the stage of maturity - scientific knowledge turned into ideologues of social development, which led to the emergence of technocratism and “drove” the planetary community into a dead end; at the stage of decline - technological knowledge led to the loss of mainstream guide of social development and began the catastrophic destruction of the social organism of the planet, which entails a change in the type of civilizational development; the solution is seen in the rise of the planetary community into the space of informational civilization, the transition of education to mastering methodological knowledge corresponds to it. The article dedicated to the 200th anniversary of Dmytro Vasyliovych Pospiekhov, a philosopher, psychologist, theologian and translator, for the first time in the scientific literature, highlights the milestones of his academic biography and more than 50 years of professor’s tenure at the Department of Philosophy of Kyiv Theological Academy. Based on the analysis of a significant array of printed sources and archival documents, memories of colleagues and students of Dmytro Pospiekhov, the content and specifics of his educational, administrative, editorial and (...) publishing, translation activities at the Academy were revealed for the first time; his important role in the training of professional philosophers, the development of philosophical education and the spread of philosophical knowledge in the East Slavic territories was proven. Paying special attention to Dmytro Pospiekhov’s methods of teaching of philosophical disciplines, the author emphasizes his lecturing methodology, innovative for the theological academies of the time, as well as the heuristic, religious, educational, and moral impact on the students. A special emphasis is placed on Dmytro Pospiekhov’s scientific and editorial activities, his biographical and bibliographic studies, his role in the preservation and studying of the heritage of prominent philosophers and theologians of Kyiv Theological Academy of the 1820s‒1840s: Archpriest Ivan Skvortsov, Archimandrite Theophanes, Sylvestr Hohotskyi. Analyzing Dmytro Pospiekhov’s printed works for the first time, the author reveals the content and significance of his theological and philosophical study of the Book of Wisdom, which emphasizes the direct connection of this Judaic source to the philosophical teachings of Philo of Alexandria, Plato, and the Stoics. The author also draws attention to the significant research potential of Dmytro Pospiekhov’s manuscript heritage, linking it with the study of the prospects of determining his role in the development of psychological science in theological academies and the expansion of modern scientific ideas about the content and specifics of teaching of philosophical disciplines in Kyiv of the second half of the 19th Century. В статті розглядається процес формування соціальності, як особливого новочасного виміру буття людини. Фіксуються зміни в сприйнятті таких її атрибутів, як соціальний час і простір, системи цінностей та пам’яті, зміни в уявленнях про мораль, істину та її пізнання. Досліджується тема «зачаклованого» і «розчаклованого» світу, сакрального і профанного у створенні соціальної тканини. Соціальність аналізується в контексті уявлених спільнот, спільнот та суспільства, суспільства та колективів (в розумінні Б. Латура). Системи модерної інтеграції суспільства описуються через «нову» особистість із її «свободо-буттям» та владою над нею.

The paper looks into prospects of using mobile applications in the regional information market. It reviews global trends in their introduction rates, based on development of mobile devices and new information technologies. Mobile applications are classified, their most popular types for business and community described. The author provides rationale for some directions of market expansion owing to a growing share of smartphones in the total number of mobile phones and an increase in the number of Internet users. Some specific features (...) of the regional information market performance and its main participants are identified. The paper presents economic performances of companies by regions of Ukraine as a critical economic factor in using mobile applications. The banking sector and trade are defined as the most favorable lines of activity. The following bottlenecks in the use of mobile applications by domestic banks are identified as compared to those in Europe, specifically in Poland: a low rate of activity in this field and insufficient number of Internet users. The author analyzes functional capabilities of active software in the most successful banks of Ukraine. Services of the most popular mobile applications offered by major companies with regional representatives are examined. There are some factors identified, which adversely affect the shaping of community demand for mobile applications, such as regional disproportions in the flow of income as well as high purchase costs of food commodities and extremely low purchase costs of household appliances. The author gives some positive examples of promoting mobile applications in local information markets in the field of public transport. It is established that prospects of further use of mobile applications in the regional information market depend on enhancement of financial stability of economic entities and an increase of the income level of the population.
